If you want to “sew” your school, see a tailor.

If you want to “sue” your school, call a lawyer.

If it’s because of a discrimination issue, and you can’t afford a private attorney, you may want to check for a pro-bono organization such as the ACLU.

No attorney will take his case because there is no case and there is no way that your friend will win. Attorney’s only take cases that can win because if the case don’t win, they don’t get any money.

The most important thing is to get one that has a portable sewing machine. This makes the process much easier.

I don’t see a lawsuit in what you have posted. They took a student who was obviously not well and put him in the care of his parents (ya know the people responsible for said child AND his medical problems).
The school is not under an obligation to act as a medical facility, and if a child is in enough pain to request a wheelchair then that student needs to be seen by a qualified medical professional, and it is the parents obligation to take him there.
Let’s just play the “what if game”…..what if little Johnny was allowed to stay in that wheelchair all day and went home only to be diagnosed with necrotizing fascitis in the painful leg and as a result of not being treated all day long he loses the leg. Then we would be talking about a lawsuit for failing to notify the parents that little Johnny had a problem. The school notified and placed little Johnny in the parents care……….and yet we are still talking lawsuit……and I assume little Johnny still has both his legs, AND I would hope his parent own up to their responsibility and seek the proper medical care.

Sounds like the school was protecting both themselves and the child.
